The appeal of the Second All-Ukrainian Convention of the IDPs from Crimea

PROJECT

APPEAL
II ALL-UKRAINIAN CONGRESS OF ORGANIZATIONS OF FORCED IDPs FROM THE CRIMEA
ON THE ACTIVITIES OF THE PRIME MINISTER OF UKRAINE ARSENIA YATSENYUK

05/29/2015 M. KYIV, UKRAINE
All-Ukrainian Congress of the IDPs from Crimea
While the occupier has been creating lawlessness in Crimea for over a year, creating an atmosphere of fear and hopelessness on the peninsula, methodically suppressing everything pro-Ukrainian, only the Crimea is Ukraine mantra can be heard from the leadership of the Ukrainian state. Against the backdrop of the systematic crackdown on the Russian occupation machine, Ukraine’s reaction seems sluggish and inconsistent. For months, the Ukrainian government has failed to comply with the laws of Ukraine and its own regulations, which regularly violates the rights of Crimeans.
During the year, activists of Crimean organizations tried to involve the authorities in dialogue and cooperation. Through numerous public events, we have drawn public attention to the need to restore Ukraine’s territorial integrity and protect the rights of Crimeans. Crimean analysts have developed and proposed a number of concrete steps that will bring about the liberation of Crimea from enemy troops and its reintegration into Ukraine. We have sent a number of proposals, requests and requests to the executive branch. The Prime Minister’s last address in April was unanswered again.
The State Service of Ukraine for the Autonomous Republic of Crimea and the City of Sevastopol was finally established in May 2015. At the same time, in the ten months since the decision on its creation, its structure and powers remained uncertain, and the decision on the Chairman was taken behind the scenes, outside the competitive selection conducted by the Government. It is also unclear how the Service, whose primary task is to provide administrative services by law, can take care of the restoration of territorial integrity that is relevant to national security. But these questions remain unanswered.
Unlike the parliament, where the committee hearings on the Crimean issue involving the public twice took place this year, the Cabinet of Ministers never even raised the issue of the strategy of returning Crimea. On the contrary, Prime Minister Arseniy Yatsenyuk states that the return of our small homeland to Ukraine is not timely now, and that only our grandchildren will return to Crimea!
We, the displaced persons from Crimea, declare that the Prime Minister, who has no strategic vision for the state and cannot organize the proper work of the Government, should leave his post. An official who violates laws and human rights, ignores citizens’ appeals and postpones national security issues for the future, has no right to govern the Government, especially at this critical time.

We demand from the Cabinet of Ministers of Ukraine a public report for its activities in Crimea since the occupation of the peninsula.
We require the development of comprehensive targeted programs for the support and social adaptation of internally displaced persons for the implementation of the Law on Ensuring the Rights and Freedoms of Internally Displaced Persons.
We demand the resumption of the activity of the state bodies of the Autonomous Republic of Crimea in the territory of mainland Ukraine for the implementation of the Law “On Ensuring the Rights and Freedoms of Citizens and Legal Regime in the Temporarily Occupied Territory of Ukraine”.
We demand immediate action to stop the numerous abuses and corrupt practices by border guards and customs officers who exercise control at the administrative border between the Kherson region and the ARC.
We demand real activity of the state enterprise “Crimean House” to fulfill the Decree of the Cabinet of Ministers of Ukraine of May 16, 2014.
We demand the restoration of full financial support for the functioning of the editorial office of the newspaper “Crimean Light”.
We urge to take into account the proposals developed by the Crimean Expert Community and express our readiness for cooperation.
In case of further ignoring of the public opinion of the Crimeans, we, Crimean immigrants, will demand to consider the issue of the resignation of Arseniy Yatsenyuk from the post of Prime Minister of Ukraine, as such, which does not correspond to the position occupied.

Crimea is a national security issue.
The occupier must leave our land.
Let’s return the territorial integrity of Ukraine!
Crimea is Ukraine !!!
